Click on your district to download its ONC file:

drag this text into a new tab to create an onc for your district. then upload it using the google form on the main goblinious page
Go to chrome://network
At the bottom of the page, click "IMPORT FILE", and select your district's ONC
hold refresh and push the power button to restart your Chromebook.
browse the web unrestricted.
